DMVS (Detainee Management Video Service) was created as an evolution of video conferencing in courtrooms and the focus of the GDS (Government Digital Services) to build more reusable, open source components and platforms.
Through a crown commercial framework, LIMA’s DMVS provides the advanced technology needed to help improve detention and other custody procedures. Designed in consultation with the Home Office property standards, Ministry of Justice, the Police ICT Company, UK Mental Health policing, Crimestoppers and the National Appropriate Adult Network, DMVS is a patented in-cell unit that houses and uses a point-to-point video communication system that integrates with existing IT environments.
The recent pandemic has raised the safety of front-line officers to the highest level and we believe DMVS, which removes the requirement for face to face PACE reviews, can assist in reducing the risk to officers without impacting the freedoms of the public.
Inspectors can perform multiple PACE (Police and Criminal Evidence) reviews, working remotely across multiple custody suites. This not only saves time and money but ensures complete safety. Not all detainees will be compliant and some face to face reviews will still be necessary, however, the benefits of having DMVS in place are significant.
Our DMVS solution can be used directly under the Covid-19 control measures, allowing police to detain anyone suspected of having Covid-19 for screening and assessment. DMVS can allow 3rd party remote video call access, issued and controlled by the custody desk via a timed link that can be emailed to another party.
Designed initially to allow detainees access to remote services, such as interpreters and the client’s solicitors, this could also be used for remote medical assessment or triage of symptoms.
We have made several enhancements to our in-cell deployment, including the ability to play into individual cells a pre-recorded library of video messages. This functionality was originally requested by Met Police to be played to detainees before and after using the virtual courts system, but this can be adapted to a variety of uses including “what’s next” video which would be played to detainees who haven’t previously been in custody.
